It's a guerrilla social experiment and marketing campaign started by a famous street graffiti artist, Shepard Fairey. The guy you see in the images is a caricature of Andre the Giant.

It serves no exact purpose, it simply is a trend people follow for no real reason except they saw other people do it. That was the point of the social experiment.

If you want to see more about it there's a movie documentary called "Exit Through The Gift Shop", it's actually not specifically about Fairey or the Obey movement, but it does detail it's beginning a little bit and has a lot of great info on Banksy and the street art movement.
