I don't have a Twitter account anymore and I wouldn't consider following people on Twitter a stalker because that was the whole purpose of Twitter, get updates on what you're friends and favorite celebs/famous people are doing.

If you are overly-obsessed with one person (not a close friend or lover) and check their posts more frequently than others, then yes, you are the epitome of a stalker. But, if you follow several individuals and give them each the same amount of attention, then no.
