No, the facebook and twitter apps are free to use however, to use facbook/twitter you will need internet connection in which you have to pay to access facebook/twitter but since this is in your iphone bill you will not need to pay.

it depends whether you use 3g internet to access facebook/twitter, and what your phone package includes. if your package doesnt include 3g internet, it is very expensive.

The app itself is free, however, you will need a data plan in order to use the application, unless you are using it on wi-fi. If you don't have a data plan and you plan on using this application frequently, I highly reccomend you contact your service provider and ask them what sort of data plans they have.
