what do names that have @ in the beginning mean?
like for example "im going to eat with @victoria"

or "just saw @martini today!"

is that some twitter-talk that weirdos use?

@ means "at". For example "see you @ Lunch"

That's a way for someone on twitter to reference another twitter-er. By saying @victoria, who ever is victoria on twitter is notified that they were mentioned in your tweet.
