How do you make a picture like this http://twitpic.com/bhef1p/full I've seen multiple on twitter. Not photoshop either. Is it like a website cus I want a wolf or troll face but I can't figure it out Sad((

Use an image editor. You could certainly use Adobe Photoshop, or even Photoshop Elements.

Photoshop is not the only image editor.

GIMP is free http://www.gimp.org
Paint.NET is free http://www.getpaint.net
