Why won't my twitter let me log in?

Why won't my twitter let me log in?
I type my username and password correctly I even tried my email and changing my password and it still didnt work and I know I typed everything right. So I log into my sister twitter and go to my profile and it says my tweets are protected (which there not) and she wasn't following me anymore like WTF is goin on

Your twitter id is currently blocked by twitter.

1) Log twitter in from a PC
2) Follow the instruction they give you.
3) You may get back your id.
