How do you get a celebrity to respond to your twitter postings?

I thought they had to be following you for them to see your twitter posts and respond, yet I often see celebrities re-tweet photos or comments they are sent by people that do not show on the list of people they themselves are following, so how do these people get their tweets and photos re-tweeted by a celebrity if the celebrity is not following them, yet I cannot ever get a response to my tweets? Does anyone know?

search stuff on Twitter than excites them. Celebrity r following them or they are following him, or include his name

You can tweet that you are one of their biggest fans. You can also try finding who they are following and follow these same people. If you follow a celebrity, you can retweet their postings.
