It really depends on how many you want, what you are looking for and how much time you have on your hands. If your looking for a few hundred followers and dont mind raising the amount that you follow I suggest twiends.com. The only downside to this site is that you aquire way too many people that you follow and the amount of followers you get always decreases dramatically, leaving you with next to none in a week or so. Add to the fact that Twitter usually bans users that use this site.

On the other hand "buying followers" is just as bad. Most are bots and dissappear fast.

I do however know of an ebay seller that sells Twitter ACCOUNTS. I bought my Twitter account from here and even though it says 30 000 I got close to 40 000. its link is here

In my personal opnion I like purchasing accounts that already have so many thousand followers becasue you know the followers are real and you can change the username and password to whatever you want. You basically just take over the account.

You can try Twitter exchanges or follow people and hope they follow back. Try using a free eBook to get Twitter followers.

If you really want to get more followers you just tweet "#teamfollowback" and you get some more followers but you have to follow them back. You can also buy followers, just google "get more followers on twitter" and you'll find a lot of websites.
