Why does YouTube keep usernames?

I don't understand why someone can't have the username if someone deletes their account. On sites like twitter if you change your username then anyone can have it. Of course you can't change your youtube name but the same rule should apply. Can someone explain to me why YouTube works that way?

YouTube was made before Twitter. YouTube's way was the original way.

& They do it so you can find the person's channel easier.
