Why do people do this and what does it mean?

Basically on twitter a lot of people in their bio box put, for example ' i love justin beiber3' (i dont love him, its just an example) or they put someone they love, a celebrity for example.. <the person> 3. do you know why they do this and what it means? what the 3 means?

Probably <3 which is the symbol for the heart. Or, if they meant :3 as in like a cute face or something? I don't understand what the 3 would mean otherwise.
