Yes you can send a tweet to anyone even if you both don't follow each other. The process is very simple

1) Find out the "Twitter Handle" of the person you want to send tweet to
2) The simply tweet as normal using @

For example if I want to send you a tweet and your twitter handle is "sw", I will send like this

@sw Hi how are you?
