It means that it's a celebrity or big named/famous person, and that account is verified to be used by that person, not by a 13 year old girl that likes him/her.

That means that the account is real not a fake.
Twitter: " What is a verified account? To prevent identity confusion, Twitter is experimenting (beta testing) with a 'Verified Account' feature. We're working to establish authenticity with people who deal with impersonation or identity confusion on a regular basis. Accounts with a Verified are the real thing!
