where can I find a firm in Mexico who supplies foreign workers to Canada?
I need to find a Mexican immigration firm who has candidates ready to move to Canada? I have lot's of low skilled jobs available and want to hire Mexican workers on 2 year work permits....

In order to offer employment to a non-Canadian you must obtain a recent labour market opinion (LMO) report from Human Resources and Skills Development Canada (HRSDC) which must show a positive score (i.e. there is a shortage of Canadians in that profession). When you select a candidate, you must send them the LMO along with a letter of acceptance. They submit these along with their application form to the embassy when applying for a work permit.

If you attempt to hire anyone without an LMO, you risk serious fines and jail time from Citizenship and Immigration Canada plus numerous issues with Canada Revenue Agency for failing to remit payroll taxes -- since any illegal worker wouldn't have a social security number.

Once you have applied for several LMOs (you need one per job offer), you can contact the Canadian Embassy in Mexico. It has a business development office for Canadians. They should be able to give you some names of employment agencies within Mexico.
