How to upload animated GIF in Twitter profile?

Last September Twitter supposedly banned uploading animated GIF's in twitter profiles:

However my friend is still changing her animated GIF all the time, even after the BAN and she won't tell me how to do it. She only told me she uses some other website to upload the GIF to the twitter profile, but she won't tell me the website.

Please help, I want to have my animated GIF.

I am not sure, either!
All I know is, make sure the picture isn't saved as a "gif"
Ex file name: twittperpic.gif
Twitter won't upload a "gif" file....
although, a gif can be saved as a different file type, which makes it accessible.
Not sure what that is either.... But, some friend you got there!
If she doesn't want to share her knowledge for the sake of "copying her" that's ridiculous...
