One of the things you can do to promote yourself is to hang out on forums that are relevant to the topic of your blog - be active, post, and always include the link to your blog in your signature. Connect with other bloggers who are interested in similar topics; follow their blogs, post comments, get yourself out there. Facebook and Twitter are great tools - but simply posting a blog link isn't going to work very well; make sure your link is a part of relevant content that people might find compelling. Go on Twitter and search for people who are tweeting about your topic; follow them; see what they're tweeting about, how many followers they have, who follows them and whom they follow. This will start giving you an idea of what these people find relevant. I think, when promoting yourself, networking is your most important tool - and if you want people to engage with you, you have to engage with them first.

One thing to keep in mind is that the time you put into your blog consists of a lot more than actually writing in it. Arguably, you will spend as much, or more, time being active in your chosen community and contributing in other ways (forum posts, commenting on other blogs, keeping on top of your subject, tweeting relevant content, writing advice columns etc.) In today's day and age, it's a lot of work. I don't have a blog, precisely because of how much work it is.
