What does it mean when a girl writes you "I see you <3"?
I should add that we were in the same place (Building) at the same time, but I didn't see her, when she sent me this message. Me and this person have known each other about 12 years, but I never thought she really like me. One day on twitter she sent me the message "I see you <3", and i was taken back a bit, because i didn't think she likes me like that. I just want to know what she's trying to say. What message is she trying to send?

She's probably trying to flirt. She's hinting that she's near you and wants to talk to you.
