Twitter Fail whale pops up when changing Background?

I've been trying to change my background on twitter for several days now and no luck! I tried different images and different browsers. My internet connection is fine but it keeps saying "Twitter is over capacity" i even tried being on it at like 3am or around there when hardly any of my followers are on. It sometimes does this for my icon too. Any suggestions?

same thing happens to me and my friend and we use different computers, i think we should complain to twitter.

Twitter server bandwidth error. It somehow set itself too low.

They're trying to fix it
