How to get a Twitter username from an inactive user?

I already have a twitter account, but there's this username I want to have which has been already taken by somebody who never enters Twitter so basically that account is abandoned. The only contact Twitter has is an address from San Francisco which is far away from where I am.
Any idea how I can get that username?

You Can't. Even If The Person Disables Their Twitter Account The Username Never Becomes Available... I Don't Know Why, But That's Just The Way It Is.
