There are no twitter police, you can have as many followers as you want.

Last time I checked there was no daily limit - you are only restricted to 2000 follows, plus 10% of your follower amount. So if you had 30 followers, you could follow 2000 + 3 = 2003 people.

What matters is WHY you are following tons of people - if you're doing it to spam then you'll eventually lose your account regardless.
