It means it costs you as much money to update twitter with your cell phone as it does to send your friend a text message.

So, that means that there's no additional charge to send a message to Twitter's 40404. Eg. if you have no messaging plan, most providers charge $0.25/message. But, if you have a plan, it just counts as just another text message without any extra fees.
