It would help us greatly if you posted what "Tweet" or Twitter account the JPG link came from (images from "pbs.twimg.com" originate from Twitter users).

It's hard to get any context or origin from one abstract still photo.

Since you're a fairly new Y!A user, the "Additional Details" link is on the Action Bar below your Question. Just mouse-over the "Edit" menu (the pencil icon) to find the link, and give us some more clues to track it down.
