Depends on what the niche is but once you find how to reach the niche give them a free issue or mini subscription.

If this is a hobby magazine you can find where classes for this hobby are given and give graduates of the beginners class a free three month subscription.

Do they have a convention? Go there and exhibit. Anyone who subscribes at the convention gets half off.

What stores cater to those people. offer your mag thru those stores.

If it is niche that means you have very selected defined target group. You need to understand the social and psychological factors of your target group. What they like, what is their lifestyle, where do they spend their leisure time etc. Once you have enough of information on this front you can target them and different touch points. For eg if your target audience only travels by air, you can do some product sampling. If they only wear super premium brands you can do some branding at the outlets.
