Donate a lot of money and then say,
"I donated $____!"
Then get really mushy.
Or make an overnight sensation video that mentions that celebrity.

Positive Attention: Ask them to RT a URL of a charity s/he is passionate about.
Negative Attention: Sadly, risking suspension of a Twitter account by being rude and obnoxious is a good way to get some famous people's attention.

It's not to difficult you can do it by retweeting their tweets and make favorite their tweets and tweets from you account about that person you will be noticed.

Like ALL their tweets, you have to be blind in order not to notice (no offense to anyone) O.o

Here's the REAL way! Go take singing lessons for 5 years while working in a taco stand, by then you should raise enough money. Go buy the MOST expensive clothes from the thrift shop and look rich. Become friends with a rich guy until he gives you some $MONEY$. Later, buy a camera. Go to your room and put your camera at the right place. Not to high, not to low....STOP... That's too high, that's too high!! Now, find someone who looks almost like your twin and bring him/her to the camera too. Make sure they can sing. Now spend almost an hour looking for a Top Hit (New releases do the trick) then ..... SING THE DANG SONG. Pretend like you're having fun and get a million views. ........................... the trip should guide you from their Wink

I have noticed that Kylie Minogue often tweets artwork that her fans tweet her. It depends upon the celeb. Some really don't care about their followers, others seem to be more interactive and try to at least interact a little. Getting them to follow you back can be almost impossible, due to the bulk of DMs they would receive (although personally I would follow everybody back and just tell fans it is too difficult to respond to thousands of their DMs).

If you really want to be noticed, you have to come up with a cunning strategy. I cannot help because I don't know who you want to get noticed by.

Fan mail does eventually get to the celebrity, but is usually processed by their staff. A better place to send fan mail is to their publicist or lawyer, which often then is forwarded directly to the celeb's home, or given to the celeb in person when they have a meeting. If you try this, be sure and mention in your letter that you were unsure where to send the fan mail (even if you know the real fan mail address). It will appear like an innocent mistake, and thus more likely to get forwarded without being tossed in the trash. You might only receive a generic reply back though, such as just a signed photo. Unless you letter is unique or something.

The problem is mostly logistics. Simply too many fans to keep happy. And as you know, if you monitor the tweets sent to various celebrities those tweets are coming in like every second or two. There is no way they can read them all.
