twitter question! please answer im confused!?

on twitter, i know what retweeting is and stuff but what does it mean when someone puts quotes and in between them puts@someones name and then repeats their tweet? i see people doing it but it looks like a normal twieet it dosent say retweet or anything?! it will look like this
"@someonesname that persons tweet"

It is basically the same thing as retweeting. Some phones cant RT the tweet but they just put the users name and then the tweet. Also when you retweet something, you cant add your own message to it so by doing that you could add your own message at front such as 'haha RT @someonesname that persons tweet.'

But still it is the same as clicking retweet.
