Do you mean tag a person? Or do you you mean "hashtags" like on Twitter?
I'll just explain both:
To tag a person type, in the caption, "@" then the username of the person you want to tag. For example, lets say the person youre trying to tag's username is jake123. To tag them in the picture you would put "@jake123" and then they will get a notification and see your picture
If you are talking about "hashtags" like on Twitter then just type "#" then whatever you are tagging. Like
"#pancake". When you click the "#pancake" after you post a picture a whole bunch of other pictures of pancakes will come up. And that's how hashtags work. SO YAY
