in the papers it said "are you a twitter?" so i was just wondering what does twitting mean?

It's a website where you can express your opinion or update your "followers" on your current status or activities in 140 characters or less.

It's pretty pointless, but it's gone mainstream. You'll start hearing it a lot.

You'll want to know that one doesn't twit, nor would one engage in twitting.

I believe the terminology of the site has one tweeting on twitter.
The paper should have asked, "are you a tweeter" but apparently feared the reader wouldn't know what was meant.
