Can I block someone Twitter for good even if the make a new account? Using their IP or something?

I keep getting tweets from this man, I have politely asked him to stop but he just carries on. If I block him he just makes a new account. He has probably made about 15 accounts now for the sole purpose of tweeting me and I have blocked them all! How do I block him for GOOD?

I have loads of twitter followers and enjoy it so not using twitter is not an option.

Report him to Twitter including all the blocked account names!

the best thing to do is to take down or record all details, username, date, time, etc and complain to twitter with all this evidence, with all this information it allows twitter to carry out a thorough investigation, and monitor this individual, and if guilty block him
