Initiating conversation with a guy online.. Is it good or bad?

Okay so I sort of like this guy and we've been going back and forth on twitter favoriting/retweeting each others stuff and liking each others pics on Facebook. I would like to start a conversation, but I am a little embarrassed. For one we talked for a few weeks last year and it fizzled out because it seemed like he was uninterested and I felt like I was bothering him. Anyways, would it be odd to strike up a conversation again? Is it weird for girls to do that? What should I say

its neither good nor bad only what you experience ---- in this instance i would say dont bother ---- he knows you but he is not all that interested if he was he would still be in contact ----- if you got the feeling he was uninterested then he probably was so its not worth the effort ---- find someone who is interested
