Professional Twitter users please explain?

I decided to retweet a well known celebrity's post, and when I did I got a message from her momager asking me to follow her @soandsoblahblah because she was her BFF and so amazing and lovely.

Where on Twitter can someone set that up to promote another Twitter user? Or does she pay something extra for that?

Give me specifics please on how to do it. For example: if you tell me to go into a bio page, tell me how to get to the bio page.

From her mom? There are some automated tweets and you have to pay for them. She might be using this. http://www.tweetadder.com/
