Does google actually have anyone hired to scan through google for illegal activities?

Google is not the Internet, and is not responsible for determining what is on other people's websites.
Also, laws vary from country to country. In some countries facebook is illegal, should Google block facebook if it is illegal in some countries? Also right infringement is also legal in some countries.

Yes, some bad content will show in Google, but the goal of Google is to show the best, most relevant content to what you are searching for, even if it is information about drugs etc.
The responsibility is mostly held by the server hosting the websites (and perhaps your government blocks certain sites), it is not Google's job to police and make laws about right and wrong on the whole internet.

There are also freedom of speech laws that Google would follow, allowing content that understandably you may not neccessarily agree with, or find pleasant, but if you start filtering some things, where do you draw the line? Do you want a police state, with no freedom of speech?
Such reasons are why Google got out of China in the first place! Government intervention.

Google is only an information source. It can be very difficult to determine copyright holders, right infringements etc without expensive court cases and legal battles.
So if you're worried about kids seeing certain content, perhaps set your Google "safe search" filter to high, or install some third party filtering software.
