I do not know what town you live in or how big of a geographical situation you are working with but check local newspapers. For instance, my town has an events schedule that I could post, for example, a tennis schedule and it would be printed and posted on their website. We have three tri-county papers so technically there would be three website locations plus the papers physical circulation routes I would be able to advertise on.
Dorm bulletin boards on college campuses, boards at grocery markets and or local YMCAs would probably let you distribute or post your flyers. You were not specific about the age groups you are going for but if you were doing a kids league thing you could contact boy scouts and girl scouts and school tennis teams to see if kids wanted to play during their off-season.

Free advertising ideas:

Online Advertising-
Facebook- Search for people with interests that include Tennis and attempt to friend them.
Twitter- The Twitter Search function will allow you to search by term and geographic area. People that are twittering about tennis in your area are an excellent group to target as these people will be hardcore tennis fans and most interested in trying out a new tennis club.

Public Relations-
Host an event- Contact women's groups and schools and offer to let them use your club to host a tournament. Often these events are reported in the local newspaper and at least the organization's website, so it will get your name out there for virtually no cost.

Publicity Stunts-
Set a World Record- Check the Guinness Book of World Records. I'll bet there are at least a few records dedicated to tennis, maybe the most volleys in under a minute or something along those lines. Find a friend or maybe even try it yourself, and let some local news entities know you are trying and they just might show up.

Throw a Party- Through Craigslist, Facebook, and Twitter you can let people know that you are having US OPEN Finals watching party at the club, true tennis enthusiasts will be very interested in this.

Advertising for free can prove difficult, and ultimately you will need to spend a little money to get your name out there. The key to maximizing your advertising dollars is knowing your target market. You need to know who would be most likely to benefit from and be interested in your product. Perhaps the location and/or the setup of your tennis center lends itself more towards seniors or children. Figuring out your target market and focusing on that demographic will help you get the most out of the time and money invested in marketing.

Good Luck!
