How to get twitter followers on a BRAND NEW account?!?

I just got a new twitter account and I want to get more followers without my following numbers to go through the roof. I only have 1 follower so far :/ So, I have a few questions.


1) People say to use hashtags and stuff like that. Is this true?

2) How do those people on twitter get thousands of followers?

3) How do I promote my account for free?

I don't have twitter but I do have instagram, so I can sorta help cause I know the tricks...
1) yes, hashtags do help!!
2) they buy followers

Buying twitter followers is illegal according to twitter's terms of service. So doing that will get yur profile deleted by twitter officials.

You could actually try social exchange services!
