2."He tweeted you and followed you on Twitter."
Are both grammatically correct?

They are both grammatically correct, but they have subtle differences in meaning. In #1, he could have Tweeted anyone beside you as well as following you on Twitter. In #2, he Tweeted you specifically as well as following you.
