What's the difference between #1 and #2?
1."He tweeted and followed you on Twitter."
2."He tweeted you and followed you on Twitter."
Are both grammatically correct?

They are both grammatically correct, but they have subtle differences in meaning. In #1, he could have Tweeted anyone beside you as well as following you on Twitter. In #2, he Tweeted you specifically as well as following you.
