Twitter wont let me follow someone?

Okay so I'm on my iPod &' my friend on facebook told me to follow her on twitter . So I went , searched her , &' there was we profile . I tapped "follow" &' it says "forbidden". What does that mean ? &' it only does that to hers ! Please help , that'll be great [:
