How can i start a small clothing line (16Boy)?

Ok, so basically i want to start a small clothing brand. its hard to explain but there is a wide range of teenage boys beginning their own t-shirt brand, hat line etc. through things like Twitter and Instagram... For example, there is a 17 year old boy on twitter i know who has a line of t-shirt, he takes pictures of them (models them himself or by friends) and then sells them. HOW can i do this?! im 16 and really want to give it a go, i am passionate about fashion anyway and believe i am being realistic, if you could help me with some websites where i am aloud to design clothes and sell them as my own etc... or just a guide line of what to do and how much it will COST? if you can help, i will be very grateful, thank you thank you thank you.....
