twitter and computer experts HELP?

I am trying to do a class experement on a certain subject. Is there a way that everytime someone tweets about something relating to that subject [say abortion] they get an automated question or survey retweeted to them asking them about their opinion on abortion. They don't have to be my followers, but people in general who tweet about abortion.

does a way to do that exists? or are there a program [free maybe] that does that

Sorry, but no, you can only send direct messages to people who actually follow you (this is avoid just the type of spam you are proposing). The only other option would be to post a generalized tweet to a hashtag, but this would quickly become beyond annoying and probably get your account bounced for spam (imagine the complaints from the folks who follow say #abortion if every time someone said abortion in a tweet, your auto-responder sent a general message to #abortion with a survey).
