Question about locked twitters... (IDK where to put this)?

I'm the type of person who doesn't like following people who don't follow back. They're two people whom I followed recently who both have locked profiles. If my "following" number went up, but my follower count didn't, does that mean they accepted my request and didn't follow back?

No way am i advertising or trying to spam, but i use this, type in "who.unfollowed.me" just like that into your web browser.
then sign in, and it shows who unfollows you, or who's not following back.
plenty of other websites like this but this is one i forrreal trust. if trusting these websites are an issue
you could always go to your twitter settings,
click 'apps' and find the unfollow app, then revoke access.
