Light Skin Black vs Dark Skin Blacks curfew in my city?

I am light skinned as my mom is white and my dad is black. My town is saying they are going to put a curfew for the black folks because of crime. I thing this is BS. All blacks have to be in their homes by 10am. When I asked the police chief if I am affected by the curfew he said no because I am light black and not "a pure blood." I don't understand. I thought this country was beyond this. I live in Alabama.
