You can make your own page, and its completely free. To do that log in to your account and go to profile. From there scroll down to the bottom and click "Create a Page" and you'll be directed to page creation process. Pick your category first and just follow the steps.

When it comes to promotion, you really don't have to pay ads unless your page is a business page. In fact you can promote your page to your friends by suggesting it to them. And here's another strategy, join groups in Facebook that has the same interests as you and promote you page there.
