Twitter not giving me the choice to update it to the new Twitter?

The new twitter came out last week and I have 2 accounts. 1 of them, the blue ribbon thingy came up and I could update it to the new Twitter. But on my OTHER account, the blue thing wasn't there!! How do I change it?! Thanks.

Twitter is not allowing new twitter to all users at once. They crawls the accounts and then
enables the new features according to their preferences and conditions. Slowly the
features will reach your account...have some patience. Good day.

Twitter decides which accounts get the option first, they say that within a couple weeks, everyone will have the option, and then a couple months later everyone will have no choice.
