It'll be on his feed if he clicks the: @justinbieber tab, but honestly either he has "people" reading and possibly responding to stuff for him, or if he does do it himself, then there's not much of a chance of him seeing yours.
Remember, he is a celebrity and he has TONS of stuff to do all the time, every single day.
He probably doesn't spend as much time on twitter as he wishes, so therefore he probably only responds to a couple a day as time permits.
So either he'll never read them because he's not the one responding to them or reading them since he has other people do it for him.
Or there's the tiniest of a chance that he'll read it, but that is a slim to none chance since there are thousands of people that tweet him every day.
If he sees it, which he might, may not have time to respond to it.
So he may see it, and that's if you're lucky, and even if he does, he may not have time to respond.
