How can i set a certain laptop to use less bandwith than another one?

My brother uses his laptop just for streams and facebook and i use to play o alot

I want to know how i could set his laptop to use less bandwith than mine

For instance i have a 150 latency for 10 minutes when he loads a video and i would prefer to have a 100 latency for 20 minutes

That takes a way more powerful router than you are likely to have in your home. Look up your model number and see if it does QOS (quality of service)... but very likely not.
