Retweet Tweets that underperform up to 3 times, spread 48 hours apart or until they reach a CPC of $1.50/click. This makes you more attractive to advertisers.

It means that if you want to make money or be more popular on Twitter, retweet your tweets that aren't that popular and spread them out until you start making money from advertisers. Then you'll be more popular and be asked to write more unique tweets so you can make more money.
