How do i ask a question on twitter?

Just joined twitter, and was wanted to send someone a message but it wouldn't allow me. If the guy ain't following you, is replying to one of their comments the only way you can send them a message?

to ask someone a question you must be following them

when you are following them go create a new tweet.

when you want to make reference to the person, type their name by putting the @ sign then start typing it will come up with their name

put a question mark at the end and he'll see your question.
