Windows locked up...?

Windows locked up...?
Running dell Inspiron w/ windows 7.
Pressed log off.
Screen went to 'logging off' then froze. even circle quit turning.
After about 10 mins I pressed power button. System shut down.
Pressed power again. System appeared to start up.said resuming windows. Then sat w/ black, blank screen.
Tried again and accessed setup 'f2 during start up). Could make changes in bios screen. Exited and restarted. Same as before. Saw windows logo and resuming windows but after that just black screen.
F12, boot options, does not work.

I'm at a loss for what to try next. Any suggestions?
To programmer: I'm open to consider it.
I use the comp for really only 3 things.
Internet
Music streaming from siriusXM
Playing The Secret World online game.
I know Internet is not a prob but will Linux support those other two specific functions?
To dell:
Instructions on how to access restore when you can't get to desktop is to press f8 during boot up. I tried this about 8 times, slowly, quickly continuously, all ways and no luck. Never do I get anything to work with .

So I pulled out the restore disk i made when I bought the computer. I put it in the cd drive and powered on. The comp still went to resuming windows and then blank. I checked the boot sequence in bios and it is cd first

I know you are probably only commenting here to keep bad publicity from being posted, but I really want to blast dell.
I've had this computer since Christmas of 2011. About a year and 3 weeks. And now I can't even get it to boot up to a restore disc.

Get Linux.
Recover your data.
Learn Linux.
If you need Windows, get a program called WINE or get VirtualBox and put Windows in that.
(You can try the Windows Recovery but I don't recommend it)
If you get Linux, get Ubuntu because it is easier to use if you used Windows.
Linux is free.
You don't need to buy a CD. You can download a .iso file and burn to CD.
There is a way to burn to USB to if you have a NetBook or an extra USB flashdrive.

My name is Krishna and I work for the Social Media and Community Team at Dell. It's more likely that you have a hard drive failure or an operating system corruption. If the restore partition is intact, you should be able to restore your computer's software back to factory settings without using the operating system disk. You can follow the instructions from http://support.dell.com/support/topics/g...egacy=true

Please Note: This erases ALL the existing data. This includes files, folders, programs, drivers, E-mails, photos. Hence before performing a restore, back up all personal files.

If that fails, try running the hardware diagnostics and see if it shows any errors. You can follow the instructions from http://dell.to/dU0fpw
