Twitter age account problems...?
I was recently on Twitter (I was on my laptop, and I was bored.) I typed in Noah Cyrus (Miley Cyruses' litlle sister) and typed in 'Noah Cyrus' Twitter just for the heck of it, and she has a Twitter! Shes only 12, and the limit is 13, she illegally has an account...what does this mean?

She is related to fame.. She can do whatever she wants pretty much. On Twitter, anyway.
