Why I dont get push notification on my ipod touch 4g?

So i have an ipod touch and when i'am using the wifi of my school i dont get push notifications how can i solve the problem. also i couldnt use facebook and youtube, but now i use a vpn and i can use them.

In the setting ,you can set for each one if the app accept push notification.
You can use facebook and youtube after you use a vpn ,that means your country doesn't allow you to use them.
