Without the context it's hard to say. VAP is a common enough abbreviation and it is also initials for people and businesses (not to mention a czech family name). Likely there is no one use for it but rather used based on the person. Just to name a few, VAP is the name of a Japanese company, UK non profit Volunteer Action for Peace, Walmart's Volunteerism Always Pays program, a type of cholesterol test, a VISA Access Point, UK's village action plan, a university's visiting assistant professor, US states' veterans assistance programs, a virtual access point... just to name a few. Understand that hash-tagging is not something integrated into the twitter program. It is a user started and user fueled etiquette on the website. No one person, group, or object has claim to a specific hash tag.
