Facebook is not allowing me to add friend?

I'm trying to add a friend on facebook, but on his timeline there is no "Add as a Friend", just message. When he tried to add me as a friend, there was no Friend Request button. How do we add each other? Thank you in advance.
My timeline isn't allowing him to add me as well. How do I turn on the add friend thing?
