What is Netintelligent and why is it blocking facebook and twitter?

On my laptop I have tried everything to get on facebook and twitter but netintelligent has blocked it, does anyone know why and how I can get it back, do i hav to call them or something or is their some kind of password or something, if their is can someone tell me it or their number or how else that they got Facebook and twitter.
